COER University is a private state university located along the Roorkee–Haridwar National Highway (NH-58) in Uttarakhand, India. Established in 2021, it evolved from the College of Engineering Roorkee (COER), which was founded in 1998 by the Seth Roshan Lal Jain Trust. The university is recognized by the University Grants Commission (UGC) and aims to deliver quality education in engineering, management, and allied disciplines.Originally established as the College of Engineering Roorkee, COER became a pioneer private engineering institution in the region. In 2021, it was granted status as a state private university by the Government of Uttarakhand. Its founding chairman, Er. J.C. Jain, a BITS Pilani alumnus and industrial engineer, guided its transformation into a multidisciplinary university.
